5-year-old Missouri Boy Fatally Shoots Baby Brother.

ELMO, Mo. (AP) — A 9-month-old northwestern Missouri boy is dead after his 5-year-old brother playing with a handgun accidentally shot him in the head. The boy found his grandfather’s .22-calibre Magnum revolver that was being kept on a shelf built into the headboard in the master bedroom, police said.

State law requires that such a review board be impaneled upon the death of a child, White said. “The cause or circumstances don’t matter; it is required.” Representatives of the county prosecutor’s office and local law enforcement agencies, as well as those from the county health department, coronor’s office and the Missouri Children’s Division are expected to attend. Nodaway County emergency personnel responded to an 8:58 a.m. call from the boy’s mother in Elmo, Mo., near the Iowa state line in northwest Missouri. Though it was determined upon the arrival of an ambulance and law enforcement to the location that the infant had been shot with a .22 caliber magnum revolver. Authorities believe the shooting was accidental, but an investigation is under way and all information will be turned over to Prosecuting Attorney Robert Rice. A child fatality review board, composed of law enforcement officers, EMS, and county health officials, among others, will meet Wednesday afternoon to discuss the shooting at the behest of Rice, White said.

The rural agricultural county, of some 22,000 people scattered among 900 square miles along Missouri’s border with Iowa, is a place “where everybody has firearms,” White told The News. “That’s where the whole thing falls apart,” he said. “Guns themselves are not dangerous. There were 7,391 hospitalizations of children and adolescents (89 percent of them males) with gunshots that year (in 2008 there were from 6,496 such hospitalizations).
