Man holes up in apartment for 5 hours after neighbor shot.

NEW ORLEANS (AP) — A mentally ill man suspected of shooting his neighbor barricaded himself in his apartment in New Orleans for about five hours before surrendering to police. Public Information Officer Garry Flot said in a statement that 34-year-old Lashawn Dillon surrendered to police Friday after negotiations with authorities. Another neighbor, Shaniese Dyer, told The Times-Picayune ( ) she saw the victim lying on the ground before another neighbor pulled him inside.
