Delaware officers fatally shoot man in wheelchair.

Delaware police officers fatally shot an armed man in a wheelchair after responding to a call that he had a self-inflicted gunshot wound, authorities say.

Video that claims to have been taken at the scene, posted on YouTube by the channel Photography Is Not a Crime but later removed, showed an officer with his gun drawn.City officials and police, who are conducting a separate investigation, said they will hold a joint news conference Thursday afternoon to discuss the incident, declining comment until then.

Making a determination about whether a person – including a police officer – should be criminally prosecuted under Delaware law is the responsibility of the Delaware Department of Justice and the department will make that determination following investigation in this case. Investigators from the Office of Civil Rights and Public Trust responded to the scene of the shooting on Wednesday afternoon and will observe and conduct witness interviews and examine evidence. As The Christian Science Monitor previously reported, about 12 percent of the nation’s 18,000 law enforcement agencies employ some form of crisis intervention training to help officers respond compassionately to those afflicted by mental illness, but ultimately, training can only go so far.
