Stake is one of three operators that have been added to the Secretariat of Prizes and Bets’ (SPA) list of companies approved to continue operating during Brazil’s betting transition period.
The SPA said the addition of these operators was down to various issues from the authorisation process being clarified and resolved.
The list of federally-approved operators in Brazil now stands at 96 after Stake, Hiper Bet and LBBR were added.
As three skins are permitted for each licence application, there are now 213 brands live during the 1 October and 31 December transition period. Hiper Bet and Stake added one domain each, while LBBR’s application includes the luck.bet, 1pra1.bet and startbet.io sites.
Companies had until 11.59pm on 30 September to submit their federal betting licence applications or be banned from operating before the market launches in January. The full legal market is set to launch on 1 January 2025.
This deadline followed the release of Normative Ordinance No 1,475, which amended regulations to allow only companies already active in Brazil’s market and that had submitted licence applications to operate until the end of 2024.
On 1 October, the SPA published an initial list of approved operators, with 89 achieving authorisation. That list was updated the following day, with F12, Lucky Gaming, Grove Eagle Gestão de Bens Ltda and B3T4 International Group included.
Stake aiming to deliver best-in-class experience for bettors
The inclusion of Stake, Hiper Bet and LBBR means they won’t have to wait until 1 January 2025 to start their operations in Brazil.
Stake is “thrilled” by its inclusion on the SPA’s list, revealing it plans to adopt a localised strategy by opening an office in São Paulo and hiring a dedicated country manager to increase the operator’s appeal to the Brazilian population.
“While the ministry of finance is in the process of evaluating a full licence application, Stake’s inclusion on the authorised operator list will allow Stake Brazil to continue offering the best-in-class gaming and betting experience that local consumers have come to expect,” Stake said.

Esportes Gaming left off SPA federal approval list
The SPA also added Esportes Gaming Brazil to its updated state list after it acquired a stake in Loterj-licensed platform ST Soft.
This leaves 18 operators approved to operate within state borders. Esportes da Sorte and Onabet have replaced the rj.apostou.com domain on the state register.
However, Esportes da Sorte remains absent from the SPA’s list of federally-approved operators.
This is despite state regulator Loterj insisting Esportes Gaming Brazil had fulfilled its legal and technical requirements to operate nationally under its state licence.
Even without national approval, Loterj claims its licensees can operate nationwide. However, a Federal Regional Court decision this week ruled Loterj does not have any jurisdiction outside of Rio de Janeiro.
Loterj claims its activities are protected by a law that predates the SPA’s regulations. Article 35-A of gambling regulations Law No 14,790 stipulates that licensees must follow law over ordinances or injunctions.
